Preheat oven to 350°F (180°C) and line a muffin tray with muffin liners.
In a large mixing bowl, whisk together flour, baking powder and soda.
1 cup white, all-purpose flour, 1 tsp baking powder, ½ tsp baking soda
Heat the milk until hot, then pour it over the dates. Make sure all of the dates are covered so they soften properly for blending. Let sit for about 15 minutes.
Add the soaked dates along with the milk, oil, and egg to a blender. Blend until mostly smooth- a few small chunks are completely fine.
Pour the wet mixture into the dry ingredients and gently stir until just combined. Fold in the grated carrots.
Divide the batter between the muffin cups, filling them about ¾ full. Bake for 20-23 minutes or until a toothpick inserted into the middle comes out clean.
Let the muffins cool in the tray for 5-10 minutes before transferring to a wire rack to let cool completely.
